Gary T. Cuppels, P.L.S, P.P., President, is a licensed senior level Professional Surveyor and Planner with more than 38 years experience in engineering, planning and construction.  As President at ECI, Mr. Cuppels is directly responsible for the day-to-day direction of all projects completed by the firm.  His expertise includes surveying, land acquisition, land planning, public policy, site design, feasibility studies, economic comparison analysis, market analysis, permitting and environmental regulatory liaison.  Project background of Mr. Cuppels includes industrial projects, residential and commercial development, utilities, government projects and environmental investigations.

 

Mr. Cuppels is a Life Member and Fellow of the National Society of Professional Surveyors and the American Congress on Surveying & Mapping; a member of the Pennsylvania Society of Land Surveyors, the Missouri Association of Land Surveyors, the Delaware Association of Surveyors, The New Jersey Society of Professional Land Surveyors  and served as a member of the Technical Advisory Board on Surveying Curriculum to The Pennsylvania State University.  Recognized as a leader in his field, Mr. Cuppels received the American Congress of Surveying and Mapping and National Society of Professional Surveyors "Surveyor Project of the Year Award" for the Montgomery County, PA, GPS Geodetic Survey.

Bruce Horne, P.E., Director of Engineering, has 28 years of experience in the engineering and surveying professions, beginning as a rear chainman in 1976 and advancing to party-chief ten years later, while also pursuing a degree in civil engineering.  As a civil engineer, Mr. Horne has designed water distribution and wastewater collection systems, as well as stormwater conveyance and detention systems for Municipal, State and Federal clients, and for private developers, non-profit agencies, airports and universities.

 

Mr. Horne has provided guide way civil design for light rail and bus transit systems, and has led the construction management team for a 90 mgd water treatment plant, two raw water sledge dewatering facilities and a wastewater sledge dewatering facility.  Mr. Horne has provided schematic and construction design for state highways, urban streets and private development.

 

Wishing to augment his technical ability with business and leadership skills, Mr. Horne entered an MBA program in 1996, studying case histories and emphasizing the marketing of professional services.

Michael Cotten, P.E., Senior Project Manager, is a Registered Professional Engineer with over 20 years of progressive experience as an Engineer. 

 

Mr. Cotten’s professional experience includes site development and planning for residential, commercial, institutional subdivisions and industrial facilities. Mr. Cotten holds a DNREC Class “C” onsite sewer disposal design license and DNREC Class “H” onsite wastewater inspector license. He has worked extensively with local, state and federal regulatory agencies, project consultants, contractors, vendors and other project-related groups.

 

Mr. Cotten has provided onsite wastewater, water treatment, sanitary sewer, stormwater, road, grading and site design for many projects. He is recognized as an expert in the design and management of stormwater runoff and consulting.  He is also an Adjunct Instructor at Delaware Technical Community College for the courses of Static and Strengths of Materials, Fluids and Hydraulics, and Contracts and Specifications.

Benjamin A Miller, Jr. is currently an Environmental Specialist with over 10 years of environmental, wastewater, and engineering support
experience.

 

Mr. Miller’s professional experience includes the design and engineering support of gravity, conventional engineered, alternative and experimental wastewater disposal systems; wastewater disposal system inspections; wastewater sampling and analysis; infrastructure construction
inspections, environmental investigations and various design support for subdivision and land development projects. 

 

Mr. Miller currently holds a DNREC Class “B” designer license and Class “H” onsite wastewater inspector license, Certified Environmental Inspector by the Environmental Assessment Association, OSHA 29CFR 1910.120 Health and Safety Certified, National Association of Wastewater
Transporters Inspector Certification and a Registered Environmental
Property Assessor by the National Registry of Environmental Professionals.
